The inscription centers an emblem featuring a harp entwined with a banner bearing the motto MAJORA MINORIB[US] CONSONAT (the great and the small are in harmony), surrounded by thirteen rings inscribed with the names of the states, and flanked by a cornucopia and a fasces.
