DescriptionJames Ashton Bayard served as both a congressman and a senator from Delaware. This engraved portrait is by Charles Balthazar-Julien Févret de Saint-Mémin, a former French military officer who fled to the United States in the wake of the French Revolution and soon established himself as a portrait artist, specializing in small-engraved profiles.
